The problem

Quality teaching is vital to meet the increasingly complex needs of students as they prepare for further education and work in the 21st century.

Education projects should prioritize the establishment of sustainable high-quality and relevant teacher training systems, including pre- and in-service training of teachers.

The Asian Development Bank (ADB) supports many interventions to improve teaching quality in school education, Technical and Vocational Education and Training (TVET) and in Higher Education. ADB is keen to support systemic approaches to ensure that improved training of teachers/lecturers will continue beyond the life of the projects they support.

Seeking to learn from existing best practice in the region and beyond, ADB commissioned a series of case studies describing how systemic improvements to teacher/lecturer training and professional development have been supported.

This included examples from a range of sub-sectors including early childhood education, school education, TVET and Higher Education, and also featured both pre-service and in-service development.

The approach

INASP was commissioned to produce two case studies focusing on Higher Education:

  • The UK’s experience of introducing the Teaching Excellence Framework 
  • The development of a network of Centres of Excellence in Teaching and Learning in universities in Bangladesh
